To finance a build-out or remodel, Yuma businesses commonly use a term loan for construction and soft costs, equipment financing for the equipment, and any landlord tenant-improvement allowance to reduce the amount borrowed. City of Yuma commercial plan review generally takes 15 work days. Rockstone Lending, a small-business funding broker in Yuma, Arizona, connects owners with lending partners: (928) 436-5545.

Tenant improvements, leasehold improvements and remodels
The terms overlap, but the differences matter to a lender:
- Tenant improvements (TI) are changes made to leased commercial space to fit a tenant's use: walls, plumbing, electrical, ceilings, finishes.
- Leasehold improvements is the accounting name for the same kind of work when the tenant pays for it.
- A remodel updates space the business already occupies, owned or leased.
What sets build-out financing apart from equipment financing is that improvements become part of the building. A lender can't repossess a wall or a plumbing run the way it can a machine, so partners lean more heavily on the business's cash flow, the length of the lease and, often, a personal guarantee.
Landlord allowance or owner financing?
Many commercial leases include a tenant-improvement allowance: money the landlord contributes toward the build-out, usually recovered through the rent. Before you size a loan, find out:
- How much the allowance covers, and which costs qualify
- When it is paid: up front, in stages, or as a reimbursement after the work is finished and inspected
- Who owns the improvements when the lease ends, and whether you must restore the space
If the allowance is paid only after completion, you may need to fund the work first and be reimbursed later. That timing gap is a financing need of its own, and a partner will want to see the lease clause that describes it.
Structuring the financing
- A term loan for construction and soft costs: one lump sum, repaid over a schedule that should reflect how long the improvements will earn.
- Equipment financing for the equipment: a hood system, walk-in cooler, dental chair or imaging unit can secure its own financing, which can keep the term loan smaller.
- A line of credit or working capital for opening costs, early payroll and stock before the new space produces revenue.
Buying or building the property itself is a different project. SBA 504 loans are designed around buildings and land; Rockstone Lending does not arrange them, but our guide to SBA loans vs. other options explains how they compare.
Some partners pay contractors or vendors directly, and some release funds in stages; ask how the money will move before you sign a construction contract with its own payment schedule.
Budgeting the project
Partners review the budget line by line, and so should you. A complete one separates:
- Construction: the contractor's bid, including mechanical, electrical and plumbing work
- Design and permits: architect or designer fees, plan review and permit fees
- Equipment and installation, on separate vendor quotes
- Furniture, fixtures, signage and technology
- Opening costs: initial stock, hiring and training, rent and payroll during the build
- A contingency for surprises behind walls and price changes
Subtract any landlord allowance and what the business will pay in cash; what remains is the request. The business loan calculator shows the payment arithmetic on a rate and term you enter.
Permits and timing in Yuma
Permits set the timeline, and the timeline sets when the new space starts paying for itself.
- Plan review. For projects inside the City of Yuma, the city states that, in general, review takes 5 work days for residential projects and 15 work days for commercial projects (City of Yuma Building Permits).
- Current codes. The city adopted the 2024 International Building Code, International Existing Building Code and related codes, effective November 3, 2025 (City of Yuma Building Safety). Plans and bids should be written to the codes in force.
- Outside city limits. San Luis, Somerton and Wellton issue their own building permits, and unincorporated areas are handled by Yuma County Development Services, Building Safety.
- Food businesses. Yuma County Environmental Health Services lists restaurants among the facilities it permits and inspects; check its requirements before you fix a kitchen layout.
Payments on a loan may begin before the space opens. Build the review and construction time into the cash plan, not only into the construction schedule.
Restaurants, clinics and shops
- Restaurants: hoods, walk-ins and gas lines can cost as much to install as to buy, and health requirements shape the layout. See restaurant financing.
- Medical and dental offices: new operatories combine construction, plumbing, imaging and room preparation. See medical and dental practice financing.
- Retail: fixtures, lighting and point-of-sale systems, plus opening stock, which suits inventory financing more than a build-out loan.
Contractors doing the work, rather than the owners paying for it, will find their side of the same project on our construction financing page.
What lending partners typically look at
- The lease: how long it has left to run, any renewal options, the allowance and whether the landlord consents to the work
- The contractor's bid and the full project budget
- How the existing business performs, from bank statements and financial statements
- For a new location, realistic projections and how the payments are covered until it is busy
- Existing obligations, collateral and any personal guarantee
Each partner sets its own criteria; our documents checklist covers the general list.
How Rockstone Lending helps
Rockstone Lending connects you with lending partners; partners make credit decisions and set rates and terms. With a build-out, the useful first step is separating the budget into what equipment financing can carry and what a term loan has to. We'll talk that through, then put the request in front of partners that fund projects like yours. We can't promise an approval, an amount or a price. See how the process works or start an application.
